On 03/06/2017 the House of Republicans' released their American Health Care Act, which creates a new Patient and State Stability Fund to help low-income Americans pay for health care and aid state insurance markets.  The presented legislation takes aim at eliminating the Affordable Care Act's Medicaid expansion by 2020, while funding Medicaid through per capita allotments.

This legislation looks to return power back to the states and give the American people what they've asked for: greater choice, lower premiums, and flexibility choosing plans.

This is the problem with the our respective governments. If one administration is finally done and was replaced by rival party, the current government will abolish all the projects made by the past administration and have it replaced by their own versions. That sounds really off for me. If a certain project is doing well and still able to help its people, why there is a need to abolish it?
